Virginia Housing Commission and Work Group
Delegate Terrie Suit’s 12 member committee was assigned the task of drafting legislation to
protect property owners from the Kelo decision
Note: The majority of members benefit directly from Kelo or from eminent domain and could not
have been expected to draft legislation protecting property owners from Kelo decision.
1. The Vectre Corporation Phillip F. Abraham was being paid this session by the cities of
Virginia Beach and Portsmouth. Vectre is Virginia’s Largest independent lobbying firm.
2. Virginia Municipal League and Virginia Association of Counties Randy Cook is a
professional lobbyist and who was being paid by the Virginia Municipal League
3. Newport News Redevelopment and Housing Authority Karen Wilds, a condemnor
4. Virginia Natural Gas, Inc. Jose Simon, a condemnor
5. Virginia Department of Transportation Stuart Waymack, a condemnor
6. Department of Environmental Quality Kathy Frahm, a condemnor
7. Virginia Association of Realtors Chip Dicks was the lobbyist designee attending the work
group. He became spokes person for the Suit language and for condemnors and developers
throughout the session. His lobbying firm represents developers, public-private partnerships,
and telecommunications. This session he also lobbied for a condemnor, Colonial Pipeline.
8. Home Builders Association of Virginia Jeffrey W. Ainslie, a real estate developer with
Ainslie & Widener, one of the largest builders Southeastern Virginia for 29 years.
9. Apartment and Office Building Association Mark Ingrao or designee no information
10. Virginia Farm Bureau Susan Rubin or designee, lobbyist for the Virginia Farm Bureau
11. Waldo & Lyle PC Joseph Waldo or designee, attorney for private property owners
The full Virginia Housing Commission must approve all legislation coming from the Work
Groups. The Commission is composed of eight legislators with three voting citizen advisors
appointed by the governor
